The first part does not complete unless you go to the ramp, /way 45, 59 (Northern entrance). Only then will Draka have the option to speak to her at the marked location.
As the area is not uncovered on the map until you leave the theatre of pain, if you enter Maldraxxas via the Western entrance (to pick up The Spearhead flight path as I did) then you don’t trigger it.
Ideally, Draka would lead you there, rather than passively following you.
