If you consider the Prototype Pantheon, it’s not weird. I guess the First Ones crafted them all once upon a time.
Basically, the Jailer’s body was a robot that had his soul in it. What happened to his soul after we beat him, I’ve no idea.
I think all of them are. In my opinion the arbiter is something in between, because from what i have seen the 1st ones were able to create real life. And the arbiter is a mere immitation of their work.
But Zovaal was the first Arbiter.

Yes, if you pay attention this is what Zereth Mortis is about. It’s the workshop of the First Ones, everything you see was crafted there, including the Eternal Ones.
As you can see, we’ve just made a new Arbiter. It needed a robot + a soul. Zooval was created by his makers, as the Arbiter in a similar way. So when we killed the soul, all that was left is the robot, the vessel. It’s not that confusing.
What we still don’t know is where their souls came from though. There appears to be a number of special souls kept within those catacombs for the purpose of creating the arbiter and the eternal ones, potentially even other beings.
Could it be that Zovaal and the other Eternal Ones used to exist in a different form before they had their souls assigned to their robotic bodies?
I thought the implication was that the eternal ones were titan souls - world souls. That Argus was meant to be the next Arbiter but the Legion had corrupted him beyond redemption.
Considering their flat character writing, I would say they were created artifical. Hence why they failed.
But Titans are of the cosmic force of Order, so why would the Eternal Ones had used their souls to create the pantheon of Death, which is a completely different cosmic force?
I do not know, I am only basing this off what was shown in the final chapter - they are never fully clear about these things.

Basically my impression, he’s offline, no battery no nothing no way to restore.
It went to the Shadowshadowlands, where we’ll go in three expansions from now. If you die in the Shadowshadowlands, you are REALLY* dead for good!

What if Zovaal was created by the Eternals and The Primus who learned and created the domination’s magic enslave the Jailer on purpose to learn a new tactic against a bigger cosmic enemy ?
It is written in the last Shadowlands’ book that the Primus has never lost a war and he is a good tactician. Maybe he made the jailer as a pion and used him to serve his purpose.
If you watch the Jailer’s end cinematic, you can see the face of every eternals except him, when the primus speaks, you only see his shadow upon Zovaal. A Zovaal, arbiter, without runes on his body. It is the Primus who carved the runes into the Jailer’s body and shackled him in the Maw.
When the dominaton’s magic get out of the Jailer’s body in the cinematic, it was like he recovered from a dangerous spell that bends his will. Maybe the Primus is not the good guy.
