The Legion elite pvp skin

Hi, I came across this skin:

Now I can’t purchase it, because I didn’t pvp at the time, and therefore didn’t achieve a rating or 2k or above.
My question is: Is there anyway to get this skin?

Only way I can think of is merging a character which unlocked it to my account. But is that even OK? Guess it is if I don’t buy the char/account?

I just really want the belt and shoulder mog :3
