There’s a NPC’s bugged that can’t give quests, one is a soldier in a camp that gives the-lost-courier quest, doesnt show
Have you already completed the quest “Of Traitors and Treason”? If you have then you won’t be able to pick “The Lost Courier” quest because that quest is a breadcrumb, you can’t complete the breadcrumb quest if you complete the next quest in the chain first, wich sucks for quest collectors.
