Ravager is only better for AOE and yes it is better on aoe for sure, but not single target.
If you wanna min max dps you switch out, assuming you have any of 'em. etc
I outright bought the charms in the AH for ~35s each, it is nooooot worth it to farm the elementals at that level, they are very strong and they do elemental damage on you that is not mitigated by armor
For killing Cyclonian, I joined a group that was already there trying to do him

I got my guild to help me out at 31. Not going to pay for that.
If one of my guildies is trying to do that I will certainly rush to help them asap, all warriors deserve this axe assap
