The Mouseover tooltip is going over the right action bars for some reason. I reinstalled the game multiple times, deleted all addons, contacted support, and used their fix also but still have the problem
By default the tooltip shows up in the bottom right corner of the screen. If you have bars there then yes, it’ll be on top of them.
