The NPC 'Boots' in Area 52 is permanently dead

NPC Boots in Area 52 is not getting resurected by the other NPC, been waiting for 30mins now and she stil hasnt respawned or been resurected.

its still dead and wont revive, ive been reporting this all day but nothing works… plz revive him so i can continue my quest line
