I’ve got an idea to pitch to Blizz, regarding Random BGs.
Every single time I que up it’s either people without any PVP gear whatsoever, not even the one you can buy from AH.
OR it’s full Russian premade decked in BIS PVP gear just “farming for lulz” I guess.
To fix this, I propose:
Require players to wear at the very least 3/4 starter PVP gear.
Russians MUST BE CONTAINED on their Russian servers.
There’s no other way. As any other game, they ruin it for everyone.
Even easier, bring back the only good thing about Legion: its PvP templates.
But…
Isn’t random bgs how you get the starter set?
How do I get 3/4 starter set if I can’t do random bgs without having 3/4 starter set D:

unrated pvp only:
when joined a unrated bg and so on you get max pvp gear level stats/damage reduction and weapon damage
This allow anyone too join easily and prevent people with bis pvp gear steamroll others.
Only team play and skill will matter, well kinda. Who knows maybe it become more popular.
when when new bg and so on is started. it auto balance the teams (ignoring faction and so on)

Account Highest Rating / Last time played PVP
Account Highest Rating * Days played PVP
So both groups is kinda equal.
Also it prevent premade no matter how they try do it, at least large groups
Add some kind system to prevent wintrade, when such group are split
Of course it not perfect and some maybe create new account, but expensive in the long run.
But it allow anyone to farm pvp gear and hopefully have fun.
So if wanted they can go do rated when geared up.

You can farm War Crates/Buy Crafted gear/get Bloody Token gear.
But you are correct that Random BGs are and should be a viable means to gear up for PvP even if it currently isn’t an optimal means.
I agree with OP, I also feel that there is a surge of 4K health “alts” in BGs and the outcome of the BG gets decided by who had less on their team. Of course no one is happy to see them on their team.
Blizzard could fix this by scaling no gear/bad gear only mildly below honor gear, so the gap between players isn’t so huge.
Wouldn’t it be much easier to remove gear entirely and make pure PvP based on pure player skill without any advantages?
I haven’t played other MMOs, is it like that everywhere?
Whoever has the best gear wins.
Of course, someone will write something like “a skilled player always wins”, but don’t feed your ego, be realistic, we are talking about a random BG and green gear from quests versus PvP gear.
I never wear pvp gear when I do pvp. But, I am not pvp player!
Imo it were the warlock design. And we had the class halls and class specific titles and mounts and artifact skins and druid skins and mage tower and all the dozens of still good looking tmogs in legion. Actually really good expansion 
I played warhammer online for few years, there you grind gear for two months per character and the game is only pvp. Wow has the benefit of seasonal rating system and extremely faster gearing if I can have max lvl character in full bis on same day it dings max lvl in wow. But I did enjoy the world content in warhammer too, there the pvp is mostly only sieges or defending castles in maps and both factions trying push towards enemy capital through winning castle sieges on the maps till they reach enemy capital where it becomes big instanced fight once or twice a day kinda like epic bg and then cycle starts from beginning in the open world maps leading towards capitals and the war never ends 
I’ve got a better proposal:
Make PvP 100% skill based so people don’t have to waste tons of hours acquiring PvP gear just so they can play the game without being at a massive disadvantage.
PvP in WoW is super unfun, and it starts with the ridiculous gear requirements.
