How can you not have it? I dont believe the 0.4% what wowhead says cus i had like 3 of em over 10 toons i did the daily last year.
Me too, some of my other characters have been doing the headless horseman longer than I can remember.

My tactic for doing the Headless Horseman Mount
10 characters per hour, only can do with 1 character a day.
When you do it with your characters, make a character trial character run the dungeon, delete the character, make a new one. AGAIN AGAIN AGAIN
10 times per hour, 24 hours, which means 240 tries a day.
The event is for a week, you don’t sleep don’t let go, and you will surely get it.
Work hard and get the mount girl!
Took me 9 years for this mount, seasonal mounts are always terrible because there is a short time span to farm them, some are lucky like yourself and get 3, others get none and that is why we love RNG 
I have been playing wow for 14 years but sadly I only play as 1 character ever since…that’s why I have so much trouble getting it
Yeah I know …but not huge on doing alts what can I say, I AM FAITHFUL unlike the REST OF YOU…SMH (looking at you Serena)
Ah the good o’l days in wrath when everybody and their grandmother got it on every run i had it even on alts that didn’t have mount skill yet.
Too bad blizzard fixed it and made drop chance like a middle finger to people.
