First character, and I just hit level 85 and got acces to Raid Finder and Scenarios. There is this scenario there that’s only for level 85 and it is called “Theramore’s Fall”, but it is locked and says I do not meet the requirements. What are those requirements? Thanks!

Requires level 91
It was briefly open for 85s back at the start of Mists, but after Mists the scenario queues dried up, so you can now do it only by soloing it at 91+.
Maybe the queues are still running at 90 exactly, but I wouldn’t bet on finding anyone using them.

I think the window to enter them is very small, there was never anyone who wanted to do them either after MoP ended. Blizzard even realized scenarios were pointless and stopped making them.
They didn’t stop making them they just use this tech to make mostly one-time instances to tell the story.
