Thrallmar Mage - Dark Portal

Does anybody actually know how this guy works? He’s the guy standing next to the Shattrath portal in the Orgrimmar portal room, and sometimes he’ll portal me to Blasted Lands, sometimes to Hellfire Peninsula (and the dark portal to go back out doesn’t work…?) and sometimes he’ll refuse a portal entirely. And usually it’s all different for my other characters.

Anyone know what the criteria is to reliably be teleported to the Blasted Lands side?

Also, why does the dark portal no longer work anyway?

I think it is based on phases. Also, from what I remember, in expansions that are before WoD, the Blasted Lands is different. WoD and after there is a different Blasted Lands.
