I do agree, I’d never report anyone for this. I don’t report people quickly anyway, it needs a lot more than some swearing or ‘u all sux!’

I personally am perfectly capable of telling someone their behaviour is not okay without getting myself in trouble. I’ve been doing this for almost 20 years across multiple mmos. Even in FFXIV where it is well known that very minor offenses will get you in big trouble. I have never had communication with a GM relating to my behaviour.
I just say something like “there is no need to be so rude, please stop”. And if I leave I say something like “I’m not here to watch people be hostile with one another. I’m off. Bye.” It’s really not difficult to be civil.
as it reads on tos, telling people anything which could be interpret as offensive is pretty wide term and leaves alot for interpration, so personally i often choose to play chat disabled or not say anything and simply report when i see something offensive like profanities said to me from person that went die behind pillar
yea ppl dont communicate like that in pvp they use terms like “no block” if no of such were used and the person said something offensive or they wanted to point out why they lost
I’ve not done pvp in WoW in years. I can only speak on my experiences in pve. Which is what I mainly do in every mmo I play.

one thing about the system aswell to concider how it is cumulative, and as quite many people seem to be actioned during df for language as far as i have noticed i believe they have now started to not respond people because they dont want their next action taken be 2 weeks or 2 months or 6 months and so on, so what comes to pvp atleast people have started to play chat disabled rather than communicate with team, this could be explanation on what you mentioned earlier
