So far killed the Thundering Goliath 5 times today (feb 13th), for the World Quest, yet the quest is still uncompleted…
Tried both in a group and outside a group, same.

There must appear quest for him in order to get credit for killing. If you run to him quickly without getting quest and kill him you won’t get the credit, so get to the area, wait for yellow circle to appear and quest to the right, then kill it.
At all five attempts I got the quest marker and the speak about the target.
Ah well, it is only one [7th Legion Service Medal] extra to grind, so not that big a loss.
You were in any group while doing so?
One of the attempts was in a group formed for the quest, the other four was not.
Never had any issues either way before.
Anyway the quest is expired by now.
