Someone said he got the required stuff in garrison but didn’t see the set at the vendor.
If it shows up on your Appearences tab it means you can mog it, if not then you can’t.
You can check the garrison vendor before you start grinding. Items will show even if you don’t have items required for purchase. If they don’t show then DH can’t buy it but you can use other leather wearing class to buy them. You should still be able to use them for transmog on DH.
The items themselves don’t have any class limitations on them. They are only limited by their armor type. So I think they should be available to any leather wearing class.

You can, I had them on my rogue and they were unlocked for my DH.
It’s available but you have to be the right class to be able to wear it.
