I would like to play some of my alt characters but the barrier to entry to acquire all the badges required for tier 10 this late is nuts. The amount of work required to gather badges gatekeeps even the sweetiest from wanting to use one of their alts from TOGC phase. Can a change be made now with 30 percent to half or just remove the badge requirement so we can gear our alts please.

since launch of voa it never dropped me a single tier piece XD
You only needed around 5,2K GS to do 10ppl pre nerf, the amount reacheble with Scourge stones 245 and 252 gear via running heroic gammas and ICC 5ppl instances. Sure PUGs now require 5,5K GS even with 25% nerf on top of that but this only tells how bad they are.
Well duh ofc they are bad.
Entry barier for even semi decent pugs is around 6000-6200+ 
for good pugs its around 6300+ GS
Are we still talking about 10ppl normals? I know noone is gathering them, but still…
ah you mean 10 man ? then next to nobody does them - especialy normal- why would people waste their lockouts on normal ?
there is just couple of 12/12 hc 10 mans going no point doing anything below that if you are good player 
if you are fresh alt just go 25 man .
