Time Anomaly for TWW

Blizzard, just have the talent proc a buff with a 3 second duration and when it expires we get Surge/Combust/Veins. Same for Time Warp but different buff… it’s not that hard.

People will figure out the rest, the whole problem is the random proc that messes up rotation.

O ye, thought they were getting rid of both. I’ll happily take the extra 3% int on the choice node.
