Time rift and why its so bad designed

Hey cheeks! I want to share my expirience with Time Rifts as for 07/13/23. [11:11:06] Transfer Aborted: instance is full I said myself ok, ill wait. Few minutes later ive entered after gazillions of attempts but boss/npc is dead already. Sadly but why this really bad designed event isnt tuned and live? By tuning i mean allow people to enter it? How should i complete weekly reputation quest wait for another hour and then again “Instance is full”. What?
