It is Cataclysm timewalking this week.
So far I have done a single dungeon on 6 max level characters for the weekly quest.
2 of those characters got gear that didn’t scale to max level - they were only 37 ilvl.
Both characters did The Stonecore. After asking other people, some replied they also didn’t get gear that scaled, and they had also done The Stonecore on those characters.
So it seems like The Stonecore is currently bugged and doesn’t reward gear that scales.
Same experience with Stonecore drops.

lvl 37 Mirage Ring from Lost City of Tolvir while other loot is 655.
But then again the jewelry stat distribution seems weird and unusual; full budget of stamina, secondary stats numbers matching ilvl of War Within items but there is also a main stat on top of it (in this case agility, which modern jewelry should not contain).
Item level has been scaled up in the journal but at the same time such drops would be drastically stronger in comparison to the other items of same level.
For example there’s a neck in Vortex Pinnacle which in comparison to TWW items of same level contains an equal amount of stamina, but the secondary stats budget is 60% smaller because of the bonus 2500 agility on it.
