Quest is not available, there is no NPS "Urtago " on the spot, so there is no one to take the quest from.
The previous quest of the chain is completed.
I can see that other players had the same problem at wowhead.

This is just a breadcrumb quest to send you in the right direction and you can skip directly to the next quest in the chain, at which point this one becomes unavailable.
Rest assured you’re not missing out on anything important by not having completed it, and keep in mind that the Earthen allied race isn’t available to unlock just yet.
I checked this and flew all the quests in the chain and the previous quest passed, and the next one is taken from this NPC and he is not there, but the command from wowhead gives the result “false”:
/run print(C_QuestLog.IsQuestFlaggedCompleted(81661))
and the previous quest gives the result “true”.
