How are you supposed to even get this?
Website says Firava the Rekindler, but they weren’t showing up as a rare and kept dropping grey scrap after 25 kills.
Went on all 4 of my 60 alts and killed it - but didn’t manage to get it to drop; though they dropped some blues on the first kills.
Is getting this item a one time kill per char option only? Or does their rarity reset every day/week?
I don’t know the answer to your question, since I don’t farm those dragon customisations, but this is the Battleground forum section, so people here might not know. Try asking in the General forum section, I bet someone there will know.
I had it on first drop and use it ever since as I love the style 
for me it dropped first time killing the rare. I might be just lucky
