Delves are the new WAY of life if there giving out heroic gear lets see if M raiders are gonna cry about it because i hear delve quests will be giving out item level gear 4 levels away from M gear myhtic 18 Delves are gonna have mage tower settings and gear are gonna be 3 to 4 levels away from myhtic Blizzard have gone from 15 to 18 style delves somthing on the lines of saying players who does group content are gonna struggle in high end delves on solo with out a group being there for them Blizzard have nailed that on the head because it will make fall for braging rights
because you will be able to level up in delves there will be new systems coming to it with updates like tier sets and good looking weapons

Who are these top of the pyramid gamers though? Perhaps I’m just not familiar with the eSports personalities.
For example there’s a game called Brawlhalla and there’s a character in it called Mordex. A player won 3 tournaments back to back (or 3 years in a row), generally using that character the most and it became the most-played character by the player base. The game maker then designed content to support the weapon combination of Mordex, to the exclusion of most other characters and weapons, for a solid few years. I think they even still do. It’s a classic case of top of the pyramid gamers driving game design. But how are top of the pyramid gamers driving wow’s ideology?

High end players don’t mind challenges, they complained when player power was locked behind timegated, braindead grinds like korthea and renown.
Torghast was the closest content to delves and it wasn’t the mythic raiders who struggled with it.

a solo challenge in delves will be a fun and interesting at 15-18 we need leaderbored
doing it all by yourself in my eyes is better then doing it in a group we will see who the top 10 soloist player is

High end players will be happy then the top 10 players on the solo ladder will be cool maybe there will be armor sets and weapons what will make them stand out from the rest of them

This is probably a good point, in fairness. As far as I can tell Wow seems to be listening to a certain majority of players. I don’t necessarily agree with that majority. But I’m missing the top-of-the-pyramid definition of wow.

Ion confirmed you can get heroic raid ilvl gear from delves. If that means vault only or from the delves themselves, I have no idea.
depends on what level you do the delve at along the lines of a weekly quest and epic keys and also the vault you can do them competitive for better loot and rewards mage tower style solo play and group play
