If I can enter, for example, Upper reaches on lvl 11, and my two mates on 12, can I join them and do 12 or do I need to get access to lvl12 first? 
You need to get access to lvl 12 first. The whole group wont be able to queue for lvl 12 if everyone in the group is not able to access it.
