Studying the list of quests on Wowhead that give Tortollan rep I see that Horde quests outnumber Alliance quests 3 to 1. How come the Horde have access to so much more Tortollan rep than the Alliance? Why not make all the Tortollan quests available to both sides?

They are, the quests are on both Alliance and Horde parts of the map, you just have to find them.

Tortollan quests are for both factions all the time. You can do them regardless of the zone they are in.

And who cares about the zone anyway? Both islands are playable by both factions so its not like they are “Horde”.
Its Alliance SI7 Zone

Not true. For example there is a series of 12 quests at Tortaka Refuge, starting with “Crab Trapping”, that is only available to the Horde

Presumably because the two horde only tortollan lines are
1 The one With Torga which is part of the Nazmir Horde Story so it makes little sense for the alliance to do them.
2 The Questline around Kimbul’s temple and given Kimbul is a Raidboss for the alliance side in the next raid it would make little sense for him to fight the alliance if they halped him save his temple.
(At least I think those are the two horde only ones?)

There are 27 Horde only quests that award Tortollan rep and only 9 Alliance. In total, not including world quests, there are 65 quests for Horde but only 47 for Alliance.

The guide on wowhead doesn’t seem to indicate a disparity between the factions. I have currently only done the Horde side of things and not levelled a single Alliance character to max yet.
