M+ LFG system is in a state where you’re not getting invited to keys unless you pay.
I’m currently at all 18s done and the only way to get 19s timed is to either play your own keys or pay for invites to 19s because nobody is inviting you unless you’ve either got most 19s done or you’re willing to pay. Keyholders wanting to invite someone with high score is fine and it’s only natural that you need to play your own keys and time them to start getting invited to higher keys than the ones you’ve sorted out, but the “tips appreciated”/“note” meta is starting to seriously mess with how the system works.
Let’s say you have resilient 19s and you want to push 20s and you’re doing your own keys, it’s only natural you need to PUG your key (which is resilient) to get a 20 and try to time it. And ordinarily you’d just create a group and invite the people with highest score, ideal class, etc. But now these people have started inviting only people with both high score AND if they’re willing to pay, “pay for their time”.
This is insanely toxic and should be against ToS. If there’s a key in LFG system it shouldn’t be for sale, it should be fair game to everyone and not pay to play. The game is turning into pay to play with this stuff and Blizzard needs to take a stance on this and fix it.
I get notifications that action has been taken. Given the amount I’ve got it also included tipper groups that I’ve reported since I only report tippers and farm bots that make it beyond obvious (especially since the latter report count has dropped as I dont farm as much anymore)

Advertising for gameplay activities should be done by a WoW player-character who intends to participate in the gameplay activities. This means there should be no cross-realm advertising, and there should be no advertising from non-participating players”
Citation needed (other than one getting a notification after an account got punished in some form). Also then I would get more than the ones I get since I report the tipper groups on sight (and action wont be taken until enough actually report. A singular report wont do anything).
