As a mount collector, it pains me to be missing quite a few mounts from Trading Post due to not playing WoW when those mounts were current there.
Even with rotation of old mounts and those big sales on Trading Post anniversary, I’m still missing a lot.
I think a good way to address this would be introduction of token system identical to Reins of the Quantum Courser. Token would award 1 mount not present in the collection from the pool of available mounts (all Trading Post mounts ofc).
Put 1 token each month on Trading post for regular mount price and every time I save up enough, I can buy token knowing I will get mount I don’t have and slowly complete my collection

It’s a decent idea and I’d like to see it implemented. Problem is, Blizzard would probably find a way to monetize the heck out of it, and that’d spark more outrage than excitement.

Ok, fine, as someone who kept playing every month, what do you offer to me as an extra benefit, if you now want to have the same for less dedication?
And please no “you could enjoy the mount sooner” BS.
And if you come up with some idea of reasonable benefit added for more dedicated players, how long will it take you to demand this as well?
Playing or not playing the game in certain period does not always show dedication. People can be away from the game due to the multitude of personal reasons.
Previous (non-current) mounts from other sources are and have been available as well. One easy example are saddle mounts. They are ALL available long after season in which they are introduced has passed.
I don’t think you need any extra benefit since at the end, both me and you would spend same amount of TTs for mounts. And earning TTs shows ‘dedication’. 
Mount collecting is a very special aspect of the game, and as with all collecting, point is to always upgrade and make your collection as complete as possible. System like Reins of the Quantum Courser on Trading Post (let’s call it Reins of the Trading Post Courser ) would be elegant way of helping players complete their collections.
Maybe the same could be introduced for transmog sets. I believe there are many people who are not collecting mounts but transmogs. Why not give them a chance to obtain certain trasmog that they passed on (for objective reason) and still making them pay the original price.
