Is it possible/allowed to transfer purchases from one Blizzard account to a new one?
What I would like to do is create a new Blizzard account, but I want to avoid having to repurchase all World of Warcraft purchases, is that something can be done and is allowed or are purchases not moveable between accounts?

For every account you want to play on beyond the free trial, you’ll have to purchase their own expansions and gametime. At the moment of writing this is BfA+SL and gametime as example.
The exception is when you’ve recently made a purchase but a mistake, upon which you may be refunded to make the correct purchase again.
But if you’ve played awhile on a Blizzard account for a reasonable time, they will not assist you as you’ve used that product.
That is what I expected, thank you for the response. I’ve been playing on this account for over ten years so I expect that counts as reasonable amount of time.

You can also just only add gametime, then you can play up to Legion for now.
Useful to know there is a complete edition in a single purchase, thanks for that.
I had a GM transfer hearthstone game licenses from my old battlenet account to my new one, I think wow is one of the games they won’t let u transfer to a new account, however I did it by simply opening a ticket and asking, and after getting instructions on what to do to prove I owned both accounts it was done in less than 10 minutes
It’s possible for HS yes, conditionally and it’s not possible to combine progress as it would “overwrite” it essentially:
Since every Blizzard account can only support 1 HS game license and then also has Global Play active after that.
But what the OP means is to put let’s say Blizz account A WoW 1 to Blizz account B WoW 1 which is not possible, as it would create a seperate WoW 2 upon arrival. This is also explained in the support article for more info.

There’s no way for us to transfer purchases I’m afraid, as mentioned there are some situations where we can merge Battle.net accounts, if that’s something you think you’d be interested in ( you’ll find the criteria here ) please do make a ticket and it can be looked into more
