There is something that really grinds my gears. I have been farming a lot of transmog items for some time now. I’m doing it as a rogue and im almost not getting any leathers from bosses. I know that policy of keeping us subbed may be involved here but please do something about that .
Im weekly annoyed that I cannot loot specific items from the Ulduar and Gruul’s Lair. I bet Im not the only one.

Not too concerned about older content mog atleast, can see the frustration which needs to be expressed regarding it but the pool of loot during that period was very frustrating even then so dont think theres much they can do than oh wait thats what personal loot was, never mind.

Exactly. Im forced to play with personal loot now, but when im farming old content, im getting worthless plate or mail items.
RNG sadly, sometimes I get three identical items, but then on some other times it’s jackpot. It balances itself after some time.
Old raid = legacy loot rules.
Means any gear can be dropped.
BoE mogs = Personal loot
Only your specialization items can be dropped.
I made a thread on same topic a few days ago, because I am experincing the same.
I go on clothie - I get mail and plate.
I go on mail char - I get cloth and plate.
So plate seems to drop a lot right?.. Wrong. When I go on my pally all I get it cloth and mail 
Mostly I come out with a few badges/tokens for my class and MAYBE a weapon, if RNG gods smile upon me
Gruul drops like 15 different items so chance to get certain one isnt really high, especially not tier token. It took me literally years to get not set gloves from karatesh (or something? council boss in ssc) doing that every week on 2 chars
Probably best thing they could do would be to introduce some kind of curency (i know another one…) for old Tmogs, lets say each expansion will have it own, u get 1"token" per boss and can buy specific item for like 10tokens (numbers might be higher…) that way u are either lucky and drop your item, or u at least know that u need XY runs of said dungeon to certainly get your item.
Or make it so u can drop only weapons/gear your curent char can use and get rid of those artifact weapons relics from legion raid loot table.
Oh yes I hate this soo much… since they put Legion raids to legacy lootrules I’ve been trying to farm sets from there but it is very frustrating… I’m taking 3 different plate characters and still I get everything but plate… but on my hunter ofc I get sometimes the plate item I really wanted twice even it is really annoying.
Maybe put end boss mounts on there too at extortionate prices too. Like 1000 at least, so you have a guarantee of getting said mount at at least some point.

Doing old content for transmogs can be frustrating. If I want something specific I tend to do it on several characters to increase my chance of getting something.
It is so lovely to kill an old raid boss and be presented with a trinket, two rings, a neck and a piece of loot for a different armour type.
Idea of tokens/currency sounds great. I mean we re doing old raids weekly. I have couple of mogs that re needing only 1/2 items to finally look good. Why not increase the chance to get them faster?
Ulduar loot table has been bugged for the longest time. There were some transmogs that had 0% drop rate. Idk if they fixed it
