Transmog only appearing on 1 character

Hi there,

I have the replica of Guldan staff, from the event from the movie several years ago.
I have the transmog only 1 of my characters, and it does not appear in any other transmog list except the one that I logged in back then. Even if I make a new char on the same server, I do not see this transmog (and the rest that came with the same event)
Is this intentional or is it a bug?
