When will be able to use higher level transmogs as a low level under this new leveling system? For example tier 8 pve gear on a level 20 character?
Any updates or clarity on this?
To my knowledge there has been zero changes to transmog rules in this regard.
The only transmog rules that have changed is regarding Artifact weapons. IE Arcane mage being able to use the Frost mage staff.

Tested this with low level rogue (lvl 12 in beta) and that rogue can transmog higher level gear (tested with some BFA acquired looks).

They thankfully removed almost all restrictions, since all expansions prior to Shadowlands are in one ‘‘block’’ due to chromie time.
Still think you have to be lvl 10 though.

The rules won’t change. There level restriction for each appearance will come directly from the item’s minimum level required. But with new leveling all gear from TBC to BfA will have minimum level required set to 10. So effectively you will be able to use it for transmog.
