Treasure Map: Chain of Events reward?

Today i did 4 Island Expeditions and got a treasure map called Chain of Events.

But im confused about the reward. Im a shaman (uses mail) and i get a green ilvl 310 leather gear as reward? Seems a bit low for a 36h mission, I thought these treasure maps should be rewarding?

Is this a bug?

Those items are meant to have AH value for mogging, but they’re too common after Blizzard changed how island rewards work.
