It seems to be that Regrowth heals less while in Tree of Life form than while in human form, while it should heal alot more.
+/- 2900 Regrowth crit in human form
+/- 2400 Regrowth crit in Tree of Life form

I can’t test it for you (just a lower level rank) but just one possibility - if you are looking at a meter, it usually doesn’t register overheals. Also test on the same target, as there might be talents affecting it. Maybe you did…
Imo the increased healing based on spirit has a negative effect on Regrowth.
If you switch to Tree form, you action bar switches too. Are you sure you have highest rank of regrowth on the “tree form” action bar?
