There is a candy bucket there, when I mount up and fly away for a bit, then I see it on my minimap, but as soon as I come closer to the tavern, it disappears. It is the only one I am missing at the moment for this achievement. There are also lvl 50 Lurking Observer mobs around. Mobs around here should be lvl 35, not 50, if I am not mistaken.
Anyone else encountered this?
Have you tried talking to the NPC marked on your map that will “take you back in time” to the MoP version of Vale?
Current vale is technically a BFA zone.
Edit: The NPC is called Zidormi, above Mogushan palace. Talking to her phased me into the correct version of the shrine to see the Candy bucket. 
Oh. i just realised you said The Veiled Stair, not Vale. No, that one is fine for me standard.
I see no enemy mobs around. Perhaps you’re phased into a quest and need to finish up some quests in the area.
Yes, I did that too. Nothing helps.
I just went there myself to check and it’s all fine I can access it no problem so likely a phasing issue.
Yeah, I went there on my paladin, could get the candy bucket fine on her. But now I am bugged on my monk. Wrote a ticket to Blizz last night:
I am disconnecting constantly on my monk. This happened after I completed the quest to get the rank 4 essence from Kalecgos in Borean Tundra. I asked for a flight back to the Chamber of Heart, and when exiting the chamber to get to Silitus, my character is stuck outside with the whole world frozen, graphics horrible and I disconnect 1-2 secs later. This happens every time I try to log in to that character. I am wondering if it is a phasing issue after you removed the next quest to find Wrathion at The Veiled Stairs. My monk was bugged there as well, before this, and couldn’t get to the Candy Bucket. Only mobs around the Tavern in the Mist was lvl 50 mobs named Lurking Observer. These mobs apparently should only be there for this next quest which has been removed from the game. The name of the quest that was removed is: Spies to the Left and Right. Please move my character to an inn somewhere. Maybe that will help. I do not have this issue on any other character. Thank you.
I’ve got a similiar issue. Mine is regarding the bucket at Eastwing Rest in Kun-Lai Summit. I’ve got the required questlines completed, got all quests in Pandaria done. Stuff has been broken ever since Valley phase…
Well, my char is unstuck now, but the candy bucket is still bugged in veiled stairs…
This I think got bugged because I wasn’t in present time in Silithus for some reason when I left the chamber.
There’s a BFA quest for Magni that sends you to the tavern looking for Wrathion. You may be phased for that if you picked up the quest and didn’t finish it? I’m afraid I don’t remember the quest’s name, since I haven’t been able to pick it up on any alts since 8.3
I wasn’t on that questline yet, in fact, I tried to force it by getting up to it, see if it would fix the phasing issue. It didn’t. Instead I got bugged when trying to leave the chamber after I finished Kalecgos questline to get the rank 4 essence in Borean Tundra. Got my char unstuck today, and it’s like the quest: Spies to the Left and Right is bugged in a way that the game think it is still there, when it isn’t. That quest chain got deleted from the game. So the mobs are still in the veiled stairs, but the questline isn’t even one you can start and finish anymore.
I have found a fix for this, after searching for a while. If you party sync with ppl that are still lvling in the area where the buckets are, you can actually get it completed

Guess that was easier than removing the phase and the mobs of a questline that is no more. Not gonna complain tho lol
