I don’t PvP so PvP racial don’t matter to me.
PvE racials do.
Trolls Berserking sounds nice, but so does Orc axe specialisation.
A lot of wolf themes make me think to lean to orc, but trolls have a very rich lore when it comes to shamanism too.

Orc for PvP, the stun resist is just too good to pass on.

For SoD with runes like Maelstrom and Power Surge that troll cast speed isn’t quite what it used to be, still very handy though as it is attack speed as well.
If you do plan to tank I’d suggest go Orc as that stun resist can come in handy in quite a few situations and axe specialization isn’t bad either. And Blood Fury is something as well if you plan to dps and time it right to not die.
I personally like raptor mounts more than wolves but I like how the Shaman tier looks on Orc so you can ride whatever mount but you will have to run barefoot like a chicken if you go Troll.
I never liked boots mogs anyway 
Ok I’ve played all shaman races across different expansions and here’s my view of it,
Orc- by far the best (dps) enhancement shaman. Best racial and best attacking animation. Gear looks great and lore wise no other race has more of a right to be shaman than orc. Nerzhul was an orc shaman and he’s the reason we have the lich king.
Troll- great casting animation for elemental, decent racial for it too, but imo the worst enhancement choice because of looks and attack animation. Lore wise up there with orcs since they both appear as a variation of shaman in war 3 lore.
Tauren - best tanks specc by a small margin. Hit rating trumps the small health increase but once you cap the table turns. Yet not as great when it comes to attack animation, probably the worst one of the three. Casting animation isn’t much better, resto is cool for the gentle giant vibe but elemental…I always hated myself for picking a tauren elemental shaman in tbc. Lore wise, well I’d say they have the best shaman aesthetics.
Summary, orcs - all three specs look great. Best attack and second best casting animation.
Trolls- best elemental, worst enhancement choice, resto solid.
Tauren- worst elemental, solid resto, best tank and pretty bad dual wield animation
