Two set doesn't proc enough

hi all, I’ve just done a few blitzes after getting my 2 set on restoration,And the proc chance is stupendously low!

The proc rate was reduced with a hidden “fix” it was proccing more last week

Yeah I’ve also noticed this I think they lowered it
