Will the ones that are sitting in my bank be added to the transmogs, or will I have to drop them again?

I’d suspect so. It seems like a reasonable approach to take. They won’t be adding new versions of these items.
I guess this could be a good use of Void Storage if there are items you really want to learn.

I thought they said it won’t retroactively apply?
I remember reading that too, though if memory serves me well, this was in regards of items that might have been looted and sold in the past. I don’t think there’s any info on items currently sitting on inventory.
