TWW Fury Warrior - 4-set effect needs to change

Using raging blow as filler rarely in Mountain thane M+ build due to Bloodthirst just being much stronger. However the 4-set wants me to use Raging blow, bit counter-productive isn’t it?

Now blizzard might read this and say oh we got a solution " Nerf bloodthirst " No blizzard bad boy, don’t nerf Bloodthirst. Change the 4-set. Thanks have a nice day and bye.
