TWW Prepatch, Gear upgrade on character selection screen

In the TWW prepatch, I created a new character (not timerunner) 3 days ago, today it says that there is a Gear Upgrade.
However I can’t choose anything related to gear upgrade and the popup for selecting spec and gear is not appearing. When I click enter world I get a warning that I will not get the free gear upgrade.
I had selected a different Realm than that character was in it it is of help. On clicking accept on the warning it just switched realm and entered world.

Its a 3 day old character so I must not be even able to see that message for gear upgrade.

To accept gear upgrades you need to be on that character’s realm. Anyway it could be a visual bug as a 3 day old character shouldn’t be eligible for gear upgrade.
