The Taiwanese and Korean region still can buy the tyrael mount. Moreover, the product details at the bottom lists Eu as an available region. You cannot buy however, only if you are in one of the two mentioned before. What do you think what is the reason for making it available only in those regions?

Because they didn´t get the original promotion it was part of as far as I know.
i missed this promotion,would be nice for people who didnt play back then to have an option to get it.

I hated Cata so I didn’t do the offer as I wasn’t playing. I wish we could have just bought the mount. 
The key question is what language was used in the original Tyrael’s Charger promotion. Depending on the words used during the promotion it could not be possible to have it available again.
In recent promotions rewards at least since MOP or WOD, the wording used in promotions like Digital Deluxe edition rewards, 6-month subscription rewards, or items removed from the store includes explicit terms indicating the item could be available in other ways in the future. As far as I know, Tyrael’s Charger promotion didn’t have that.
