If the issue presents itself across different computers/installations, it’s likely related to cvars having been modified by addons in the past.

As you mentioned not being able to see chat, you might also want to try the command
/resetchat and check out additional info here:
I’ve already followed exactly what you told me, and I’ve entered the command /resetchat and also tried the command /console cvar_default, and none of this has worked. I’ve already made the modifications to the WTF, Cache, and Interface folders, renaming them to WTFOld, for example, and that doesn’t work either. Plus, it’s impossible for me to fully follow this part of the guide to fix the chat issue (“To enable the chat, right-click on the chat window, select Settings, and click the Enable Chat button at the bottom.”) because I simply can’t see any chat options to right-click on to bring up a menu that would let me access the settings. The problem keeps occurring, I don’t have any addons, and I reinstalled WoW for the third time today—nothing is working. Thank you, and sorry for the trouble.

Are you able to get into edit mode at all? If so, try switching to one of the default layouts there.
If needed, you can temporarily disable the errors using /console scriptErrors 0
You may also want to try disabling syncing of settings and then work through the reset steps again: /console synchronizeConfig 0
You might also want to include what specific errors you’re seeing in case anyone has had similar issues in the past.
