Can a Blizzard representative confirm if this is intended or not?
[Nautical Battlefield Training] is completed (on another char though) but I do have the achievement, and the item is still locked on the vendor and I cannot buy it on this character (Elderkain - Ravencrest)

As far as I can tell, you have to unlock it on each character, which sucks.
This is inline with the other essences, like Blood of the Enemy which requires you to gain 100k honor to unlock rank 4 on a per character basis.
8.2 is such an alt unfriendly patch.
I had the same problem exactly.
I completed the achiev on my druud first and monk got the achievement as well. While monk was missing abit to reach the achievement requirements while i had it, still cant buy the essence.
You need to farm more with your follower and eventually you will hit the requirements and you will get the achievement again (regardless you have it on your list)
Its kinda bugged and you have the achievement but cant look your progress, when you see the achievement pop again you will be able to buy it.
