My Shaman is unable to do the broken shore quest due to nobody on alliance doing it at the same time.
I am also unable to do the workaround to skip it.
I have a Dalaran HS but using it gives the message “You can’t use that right now.” and I cannot start my class hall/artifact missions.
To confirm, I have done every workaround I have found such as this: Can't skip Legion intro quests & scenario on Horde - #4 by Yuno-draenor
I believe they’re talking about Holgar, when I talk to him he just says “The scent of blood is on the winds.”
You likely will need to make a ticket about this as a Game Master may need to look into your character in more detail
