what a idiot bug. i cant earn Runed Harbinger Crest from M+ and Delves. I have 0 in my bag but Season Maximum always show 270/270. And ticket nothing help, they dont care at all!
That’s because you’ve capped out for this week. Just wait until next week, when you will be able to earn a few more.

Okay tought it was a bug, but is still stupid. Thats mean i have nothing to do in this week.
You can still do Delves, M+ and such to fill up your Great Vault for when the weekly reset is done.
But the crest cap has been something since Dragonflight. Not sure if it was a thing in Shadowlands as I never played during that expansion.
But your total number that you can have, increases each week.
What did you think 270/270 meant?
you can touch grass for a change 
i dont remember upgrading gear like this in shadowlands.
