Low MS, everyone around me moves fine, can talk and be talked to, invited to group and receive summon but can’t interact with anything on the screen and my character just swims in the air when i press spacebar, it’s like i lag a lot without lagging if that makes sense.
Have you tried using the self service stuck option?
And it’s only in Uldum? Have you tried going there without rare scan addons and such (if you have any).
I’ve been having some problems since 8.3 but most seemed to be caused by addons.
If it’s none of that maybe try “Scan & Repair” in the launcher.
I have had the same thing happen twice, and in different zones. I had to completely restart the game to be able to move and interact again. As you said everything around you is still working properly, it felt like the game lost contact with my keyboard and mouse in my case. I could still move the mouse around, but nothing would respond to mouse clicks either.

I had no addons enabled when this happened to me.
I have a good PC so it takes 5 seconds from alt+f4 to click play and be loaded into it again so maybe if i just log out for longer it will be fixed. It’s really weird but glad i am not the only one that is getting this, patch seems to have a lot of glitches tbh…
I’ve had this happen to me in various locations (both instanced and open world) but only when I’ve played resto shaman, and generally only when I place a totem. Hasn’t happened on any other characters and disabling add-ons did nothing. Tried googling to see if anyone had similar issues but couldn’t find anything. This was in 8.2.5, haven’t played resto shaman since 8.3 to see if it still happens.
Strange… though the only problems I’ve had where in the “new” patch zones.
It’s a large amount of bugs atm, an even the bug report tool was bugging out for me a couple of days ago. I almost snapped. It’s a lot of minor bugs which you can sort of work around, but when they affect stuff you do daily and have a habit of doing in a specific way, it gets really annoying. E.g. whispering people on your battletag list… If you close the window before you have sent the message or at least started typing, it will close the chat box, and you have to open the friends tab again. I’ve also accidently invited people on my friends list to groups because if i right click someone in chat, to invite them after I have had the friends tab up, I invite the last person I had targeted in the friends tab…(even though I spesificly right clicked and invited someone from chat…)
Meh.
I had problems like this in legion-dalaran and suramar. (not going to happen again, I got the flying carpet 2 days ago! 
)
My strangest ever issue was during WotLK where my entire game client would suddenly crash and I never knew why untill I started reading the crash report and it said something about “Mammoth skin”… turned out everytime there was a mammoth around I’d crash
