The dialog option is no longer there for either faction and talking to her now by default opens up a merchant window (tabard or mana bomb purchasable).
I believe this is somehow caused by the weird warband account-wide interaction of the re-introduced MOP remix scenario achievement which was always required to access her wares. Previously all characters regardless of faction, level and story progress were able to phase the zone.
It is impossible to access the phase in which the island city is destroyed, the one that is considered the default timeline. I suspect this may cause more problems for some characters with the current pre-expansion world event taking place in the same zone especially if they had previously entered the other phase and now have no way of swapping back.
