as the heading states i can’t access the war within campaign with my paladin, I can access the world and do the mini-quests but not the main.
i have access to all other characters and don’t know how to srt it.

Have you done any of the intro?
Start with the command
/run print(C_QuestLog.IsQuestFlaggedCompleted(81930))
in your chat box, which will return true or false
If it says false, then check your Adventure Guide - bottom bar, toward the right, red book with a skull on it. Does that offer the quest The War Within?
If it says true, then we need to work throughthe quest chain listed on the right of this page
one by one until we find the missing link
