Unable to post a topic on SOD forum

Hello,
I want to post on the SOD forum of blizzard (here) but I am unable to do so, it says
" you’re not allowed to create a topic in this category"
Is it because I have an EU account?
Did you guys know about this problem?

Your WoW account must have an active subscription/game time

  • If you recently added a subscription/game time and can’t post, try logging out of the forums and back in once or twice to update your forum status
  • You may not be able to post if your payment is pending. This usually lasts no more than 24 hours
