Unable to progress class order hall on boosted druid

Boosted druid. Dreamgrove present but Scouting Map is highlighted and non-interactive. Flags show artifact intro done (40643–40646 true), but 42516 (Growing Power), 42583 (Rise, Champions), 42584 (Sister Lilith), 41797 (Recruiting the Troops), 42586 (A Glade Defense) all false.

I got handed the “Pressing the Assault” quest by an NPC in dalaran, but in the dreamgrove, the mission table is not clickable, and opening it with a command just shows no followers, no missions.

Nothing in the dreamgrove is interactable, no quests, nothing. Tracking low level quests does nothing.

After more research it looks like I might be stuck on the “Grip of Nightmare (42034)” quest, I can find Broll, but he does not have any quest. Trying to track quest 42034 tells me I have not yet completed it.

If its not this quest thats the reason Im stuck, then its “The Dreamer Returns”, The NPC does not appear in grizzly hills to give me this quest.
