Unable to start shadowlands due to a quest bug

I can’t start shadowlands as the quest ‘Through the Shattered Sky’ is bugged. I can see the quest on the map, but the NPC won’t actually give me the quest. I’ve been trying for days, no luck.

I opened a ticket with blizzard… generic response, ‘Thank you for contacting us in regard to an issue with a quest. We are experiencing a high volume of tickets right now and apologize for being unable to discuss the issue further with you.’

Have you reopened your ticket? That’s the initial generic reply to the many people who don’t know how to do a quest and don’t bother to read wowhead etc before ticketing. Yours sounds different.

And if you have any old quests in your quest log they might cause phasing issues, too.
