I can’t whisper people from other realms anymore after a solo shuffle match. Is this a bug or intended?

I had a similar issue, they could still message me but I couldn’t reply to their whispers. The messaging system is so outdated. Most of the time I get this player doesn’t exist even when they are literally typing to me at that second.
Ingame Battle net friends hardly ever work either. Either no friends show at all or it shows them all offline. Blizzard sort your chat system out. Shouldn’t be any cross realm whisper restrictions these days.
