Been sat here for over an hour now and it hasn’t spawned. I asked about spawn times and I was being quoted 15-20 minutes, is this a bug?

(Probably) Not a bug. Not all of the Korthia rares are available every day; Reliwik the Defiant is one of those which is only available some of the time. Wowhead’s “Notable Korthia rares” section on the front page is a good place to start for checking whether Reliwik is available, though immediately after the daily reset (and likely for a while after) it won’t show anything.
In terms of spawn time, even on days it’s available I don’t think the 15-20 minutes you were told is accurate (though it’s been a while since I was camping that spawn to get the mount). Expect to have to wait up to an hour if you just miss it being killed.
